I doubt it's just the "wealthy" that flee the state. What educated, hard working, law abiding citizen would want to live in that environment? It's hard to enjoy the nice climate or go to the beach when it's unsafe to be out in public.

The rich has tax loopholes that allows them to pay equivalent or less than the middle class. It's really the middle class that pays the most taxes across the entire nation. In California alone, I believe there were massive layoffs between last year and early this year that impacted the middle class. This means less spending from the middle class as well, which means lower revenue gain between private an public businesses.
