To my knowledge, NASA receives a majority of its funding from the federal government (and this doesn't include private funding or funding through public sales), but when the federal government just throws large sums of tax-payer's money in their hands, there's little incentive to actually do anything worthwhile.

I'm betting they're just blowing through most of that money on CEO & executive pay and hiring a bunch of worthless niggers to just sleep in the office.
