Now, this is something I need to verify, but so far these guys do not seem to be the headless chicken type.

The Minneapolis-based Law Enforcement Targets Inc. (LET) has produced at least eight of them, with photos ranging from a young boy to a pregnant woman in her third trimester, both of whom are pointing guns. Other posters include an elderly man in his home holding a shotgun and a young mother with her daughter in a playground.
(Note: all the posters I've seen are of white people; perhaps it is too controversial to shoot a non-white pregnant woman or child?)

Just in case you were in any doubt about where it is heading.
We protect our President, our courts, our banks and our pawn shops, all with men with guns.
However, our most precious possessions, our children, we protect with a piece of paper and a sign (the Gun Free Zone law).

seen this around.
Although there is no proof that DHS is buying these targets in general... there is proff DHS has spent $2 million on this company.
This company just "happens" to have been the ones who created these "no hesitation" targets.
factor in the billions of rounds of ammo & the military style "rescue" trucks recently purchased, & I'd have to say you'd be stuid to think they aren't gearing up for something. I said it in the Sandy Hoax thread & I'll say it here... something is being planned.

Back in "the before time", when I drove vehicles with such things, you could shoot out every tire and still keep rolling... if my addelpated brain is firing correctly, I believe it was "30 miles at 30 mph" with all tires shot out.. and that was 20-something years ago...
No telling what technology will allow it to do now..
I see such things, and I ask myself "How would someone immobilize such a vehicle?"
The only thing I could come up with was ramming it, at speed, with something much bigger and badder... a semi, a 5-ton, an armored car, a fire engine, etc.. hit it broadside going about 65 mph and you'll either flip it, or pin it against a building or something...
I would never do such a thing, however... it's just how my mind works.
I look at a piece of ground, and I say to myself "If "X" happened, that's where I would want to be..."
After a lifetime of being taught how to think that way by the military, it gets ingrained... I can't help it.

My favorite immobilizer cocktail is about 5% polystyrene and 2% dish washing liquid by weigh dissolved in gasoline. Dissolve equal parts sugar and potassium chlorate in warm water, soak it into a paper towel then let dry. Pour a little concentrated sulfuric acid drain cleaner in with your fuel mixture then tape the dried paper towel around the bottle. Self ignites, sticks and burns, hard to put out and tossed in the radiator area will overheat the vehicle not to mention torch the tires if you hit the hub.
