Nope. According to the census data of Riverside, CA, the nigger poplulation as of 2010 is 7.0% of it's 92000 residents. 53% of the population is white. The rest is made up of "other". Ergo, since whites are majority rule, the assumption is always made that they are racist which allows the Gov to step in and set up these nigger only programs.
