Harriette Walters served as a tax assessments manager for the District of Columbia. She was convicted of being the central participant in the largest fraud scheme ever perpetrated by a District of Columbia government official. According to those officials, she worked with others to fraudulently approve over $31 million in improper tax refunds, with some estimates nearing $50 million. In her office, she was referred to as "Mother Walters" for the loans and extravagant gifts with which she would shower her fellow employees and friends. Walters was arrested in November 2007.

I followed this story when it first came out. Typical TNB with spending sprees, buying meals for everyone, giving money away and making lavish purchases. All on a salary of $81,000 which is $80,999 too much.

I love how they finally got caught. Her niece chimped out in a bank after a bank employee questioned her ability to withdraw money from an account.

Jayrece Turnbull, who helped her aunt embezzle tens of millions of dollars from the D.C. treasury, was sentenced yesterday to nine years behind bars. Turnbull, who pleaded guilty last year to mail fraud, tax evasion and other charges, played a central role in carrying out the scheme -- authorities believe she was involved as early as 2000 -- and in bringing it inadvertently to the attention of federal investigators.

Frustrated by a SunTrust bank manager's questions about a $410,000 check that she had deposited in June 2007, Turnbull enlisted a lawyer and on at least one occasion told the bank its actions were illegal. The bank called the FBI.

With that, the fraud began to unravel. Investigators pieced together as much of it as they could before moving in to make arrests. The scandal was a staggering embarrassment for the city and its new mayor, Adrian M. Fenty (D).
