Detoilet is on the verge of bankruptcy. The cure? Fire every cop and save a ton of money. Obviously, the cops are overwhelmed by the swarms of ghetto animals and their only job is cleaning up the crime scenes. Also, this would insure complete goodification at a much faster rate.
