Police were told the victim, a resident of the Phillips Circle area, was standing in the parking lot when shots came from a blue Crown Victoria with black rims driven by a nigger buck who was tall and bald.
A small-caliber projectile (100 dollars says it was a .25) was confiscated from the scene along with a surveillance video, according to the report.
