It's devastating, but not for the reasons stated. The report claims that niggers are diagnosed mentally retarded (the report says "labelled" implying that it's simply a stigmatizing name rather than a professional judgment) at twice the rate of whites. Statistically, niggers are 7 times more likely to be retarded and whites are almost 20 times more likely to be gifted. So MR is being underdiagnosed, and a lot of stupid niggers are being placed in gifted classes, only to cause problems and harass highly intelligent humans.

Ironically, this report is supposed to imply that niggers are being unjustly treated, with the assumption that they're equal. The more obvious conclusion is that human teachers and administrators are desperately trying to cope with stupid, violent apes as best they can.

A wide data set describes a "devastating reality" of education for Nigger young bucks in all 50 states, according to The Schott Foundation for Public Education, an educational think tank.

More so than their white counterparts, jigaboo students are more likely to be expelled from school, labeled mentally retarded and score below the basic level in mathematics by the time they are 13.

In Texas, one-quarter of jigaboo male students score below the basic level in fourth-grade math — a rate five times higher than the state’s white, non-Hispanic male students. What’s more, less than half as many of Texas’ jigaboo students, as compared to white students, were admitted to their school district’s Gifted and Talented Program, while more than twice as many were classified as "mentally retarded" in proportion to enrollment figures.

As far as discipline goes, jigaboo students are disproportionately expelled. The foundation, which works to create awareness of educational disparities, compiled data from the National Assessment of Education Progress and reports of the Office of Civil Rights of the U.S. Department of Education.
