My father is disabled and if a non-disabled person is parked in a disabled spot my dad will double park him and read a newspaper or magazine and sometimes take a nap. He's old, retired and has time on his hands.

He kept one jerk waiting for four hours. The guy was furious and my dad just kept telling him to call the cops if he was in a hurry to leave. Eventually he did and the cop had a good laugh, wrote the guy a $350 ticket for parking in the handicapped spot and told my dad to leave whenever he wanted.
