I would like to hear some suggestions for software to make an animated GIF.
I would prefer free, but I might spend some money if it appears to be worth it.
It can be Windows software, of course.

Not sure if you can make animated gifs with the free version of Serif Photo plus, but the full working version is less than $10 anyway, and it has almost as many features as Photoshop.
