Residents living in the area of McClure Avenue and North Street said their walls have been rattling from blaring music pouring out of passing vehicles equipped with souped-up sound systems since the arrival of springtime temperatures.
Mattern, who was obviously annoyed but kept his cool, left the scene on foot, with a copy of his ticket in his hand and cell phone cupped to his ear.
Johnson's passenger, Quantel Young, 28, of Peoria wasn't shy about sharing his feelings as he waited on Linn Street with his friends for a ride.
"It's nonsense," he said loudly.
