Honestly, if this was meant as a survival tactic like US personal in Iraq learning Arabic. I wouldn't be flabbergasted by those town officials. If this was for "diversity" these niggerlovers need therapy for admiring broken English.

Key fact to keep in mind when the story first starts. City is 2% black and it is very liberal. So you get stupid stuff like this from people who do not know any better and fear, dread, live in abject terror of being called anything remotely racist.

Personally, the city council should have to live 1 year in South Chicago so they can get a real hardcore lesson on dieversity training.
