American railway construction, particularly Amtrak and proposed funding for "high speed rail" is a duplication effortof the deportation and work camp programs of Nazi Germany and Soviet Russia. FEMA will be the agency to do this, in conjunction with several other United States agencies such as the CIA and the NSA.

Everyone will be color coded, as in Germany. Martial law will somehow be declared and the mass execution of dissenters and revolutionaries has long been plotted. RED List gets killed immediately, BLUE list within 6 to 8 weeks ofdeclaring martial law.

It is very much like the 1960s plan to foment rebellion in order to squash it and declare martial law, with the possible assassination of the President as the impetus. This is well known as Operation Northwoods. FEMA is an integral part in the fomenting of race and class war and then crushing it to install an even more dramatic form of multikulturalism and dieversity celebration.

A critical part to this will be further collection on internet usage and legislation to criminalize participation on websites such as Chimpout. Many white, Western nations have this and America will get it next with the explanation that it will combat racism and terrorism and protect people from "lone wolf" whites. All such legislation will be used to gather info on potential dissidents before "listing" them.

There was legislation proposed in 2008 for the creation of FEMA camps built on military installations for the alleged purpose of helping people during a national disaster. Unfortunately, these seem to be internment camps.

The law repeals posse comitatus and states that the camps may be used to "meet other appropriate needs, as determined by the Secretary of Homeland Security." Other appropriate needs, such as rounding up critics and protesters of American race, foreign and economic policy perhaps?

Will those organizations alone have the resources, man power and equipment to carry out this mission successfully over the long term? 1 trillion dollars a year spent on the military, a large portion of which goes to the National Guard and mercenary outfits. Blackwater and other organizations were given trials runs during the disaster of Hurricane Katrina as agents of martial law. Outside of NSA, FBI, CIA, police agents in on this plan nationwide, secret police, and the like.

The federal government also has portions of these agencies that do not declare what their funding is being used for. Collectively this is called the black budget and has ran in the tens of billions of dollars from 2008 onwards, and who knows how long that has really gone on, or what the true amount is?

Wired did a report about this. It looked at the 2010 Pentagon budget and saw that 56 billion dollars of it was non-disclosed/black budget.

Much of the proposed spending is fairly detailed — noting exactly how many helicopters the Pentagon plans to buy and how many troops it plans on playing. But about $56 billion goes simply to “classified programs,” or to projects known only by their code names, like “Chalk Eagle” and “Link Plumeria.” That’s the Pentagon’s black budget.

The BLACK budget? Think about it. Chimpers here think that there will be a false flag for Obama to get re-elected, to what end though? What would be the payoff? Crushing rioting and putting people in internment camps and political prisons would be the ultimate payoff. Martial law would be the ultimate payoff. If not Obama, then somebody else.
