It would appear that they realize giving these "yoofs" a slap on the wrist hasn't worked, which isn't saying much, because they can't deny it any longer.

Well as I'm in the UK I can tell you that the Govt have got the proper hump about this and the justice dept will stick it up these fleabags.

The problem they have is the real young one's they cant even lock the little fuckers up.
