I bet the real reason is the disparity between nigger and human incarceration rates. That's why the authorities are springing niggers from prison in my area for. The complaint is that my state is "rayciss" because niggers make up 9-12 % of the population, but make up more than 53% of the prison population. One way of not throwing them in prison is by not pursuing them.-nigwhip
